RUMPKE SERVICE STARTS OCTOBER 1
Anticipating the expiration of the contract with Waste Management (WM) this fall, Jefferson Township issued an Invitation to Bid for continued collection services earlier this year. Ohio law requires us to enter the competitive bidding process and to choose the lowest and best bid for our residents.
Bids were received from both Rumpke and WM for an initial 3.25-year contract (October 1, 2023 – December 31, 2026), with two one-year optional extensions. Contractors were asked to provide a monthly per household rate for unlimited weekly curbside collection of trash and unlimited every other week curbside collection of recyclable materials and yard waste. In April, the new collection contract was awarded to Rumpke as the lowest and best bidder, and curbside collection by Rumpke will start the week of October 1.
Frequently Asked Questions
What is the cost to me?
Effective October 1, 2023 through December 31, 2026, the monthly base rate will be $21.82 per household ($65.46 per quarter). Rumpke will invoice residents directly on a quarterly basis.
What carts are provided?
Rumpke will provide each household with one 95-gallon brown trash cart and one 65-gallon green recycling cart. Households will have the option to request a smaller 65-gallon trash cart and/or a larger 95-gallon recycling cart. Requests for the delivery of a smaller or larger container after the end of the 90-day grace period (after December) will include a one-time $15 fee. Additional carts in either size will be available for $3.50 per month.
When will my Waste Management carts be picked up?
Waste Management will collect your trash and recycling on your regular service days and pick up your carts after service. For customers with recycling collection the week of September 17, WM will collect recycling carts after your service on September 19/20. Trash carts and all other recycling carts will be collected on September 26/27. Please place your carts at the curb the night before your service day, and leave the carts at the curb until they are collected as collection may take several days.
If you remove your cart from the curb and miss the scheduled pickup, you will need to drop off your WM cart at the Jefferson Township Service Department, 6620 Havens Corners Road, Blacklick, Ohio 43004. Please drop carts off in front of the white salt storage building between the hours of 8 a.m. and 3 p.m.
Heading out of town?
We recommend coordinating with a neighbor or house sitter to set your WM carts at the curb for pickup and pull your new Rumpke carts back from the curb.
What is the collection schedule?
Trash will be collected weekly on either Tuesday or Wednesday, depending on your address. Most households will keep their current service day. Refer to the mailer sent by Rumpke or click HERE to download the map/calendar.
Please place your carts at the curb the night before, as drivers may be in the Township early. Recycling and yard waste collection will alternate every other week on your service day.
Rumpke observes the following holidays: New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day. If a holiday falls on or before your service day, collection will be delayed by one day that week.
How can I have large items collected?
Bulk pickup is included at no additional charge, but must be scheduled. Residents can contact Rumpke at least 24 business hours before your regularly scheduled service day to request pickup of large items, including appliances, furniture, mattresses, etc.
Mattresses, box springs, and upholstered furniture must be wrapped and sealed in plastic prior to collection. For appliances such as fridges and air conditioners, Freon must be properly removed by a certified professional.

For those of you whom attended our quarterly Q3 HOA meeting in OCT19. There was a discussion concerning the ongoing parking and traffic issues within our community that was represented by Mike Anderson (Development Director for Jefferson Township).
Mr. Anderson has presented us with a preliminary proposal for our neighborhood, that would restrict parking to one side of the street. The proposal also includes the current location of Stop Signs as well as the location of two additional stop signs for the east/west direction of the intersection of WBC Dr./Rameys Crossing Dr./Rameys Run Ct.
Please be aware that this is a preliminary proposal of what could be possible with the help of the township. It is up to the members of the community to find consensus and agree to finalize any plan and then vote for a resolution to have the township execute the plan.

On Thurs., 24OCT19 from 10a-12n, The Franklin (County) Soil & Water Conservation District (FSWCD) will be holding a workshop at the open streambed of the North Pond area (corner of WBC Dr. and Streamview Dr.) Kurt Keljo will be onsite to discuss planning and methods for the Streambed Grant Project. Attendance is open all interested residents.
At our 2019Q3 HOA Meeting, Kurt presented updated plans and requested volunteers to help with the brush clearing and plantings. Click here for those updated plans.

Front Gate Garden
We have settled the electrical upgrades and installed new Low voltage LED lighting along the walls. We have also secured an irrigation contractor to work on the necessary upgrades of targeted spray and drip irrigation.
The entrance gate now finally has a planting plan which we are working to execute during October and November.
The plan includes the permanent perennial plants and shrubs as a foundation, which can be supplemented with both spring/summer bulbs and annuals.

Concerning the latest Beaver(s) sitings and damage
The HOA has contracted with Columbus based Varment Guard Wildlife for 10 days of trapping and removal of the Beaver(s) along our streambed, starting on Tuesday, 03SEP19.
Traps will be set Mondays/Thursday and then tied open of the weekend on Fridays, to be reset on the following Monday. Traps will be checked daily while active. PLEASE DO NOT APPROACH OR DISTURB THE TRAPS. The traps are to be set on the property, in the area outlined in green.

(An update to the FSWCD Grant)
The FCSWCD has started their work on the stream in the open area of the Northfield by installing water filtration, Please do not disturb these installations. Work will be continuing through the fall of 2019. There will be an opportunity for all of to become involved with the stream bed plantings. The HOA Board has been informed by Jefferson Township that Franklin (County) Soil & Water Conservation District (FSWCD) has accepted and approved the Ohio EPA stream restoration grant application to improve the water quality of the stream that runs throughout our Willow Brook Crossing subdivision. We (the HOA Board) are awaiting project information and schedules to be provided. We will communicate that information as it becomes available.

Franklin (County) Soil & Water Conservation District (FSWCD) and the Jefferson Township Elected Officials have chosen prepare an Ohio EPA stream restoration grant application to improve the water quality of the stream that runs throughout Willow Brook Crossing subdivision (parcels 171-000769, 171-000709 and 171-00077 township-owned open space) that the HOA and residents of Willow Brooke Crossing maintain via HOA dues.
As part of the grant application, some vegetation planting will include some trees, mixture of native shrubs, grasses and flowering plants along the creek.
We anticipate very minimal if any increase in the cost of landscaping maintenance for the HOA. Your Elected Officials and township administration have determine that
Jefferson Township funds will be used to fiscal fund the project because this type of project is in alignment with the township’s community core values.
The information about the approximately fifteen (15) inserts proposed for the south of Willow Brook Crossing Dr. and to the end of the Township’s property on the north of Willow Brook Crossing Dr., as this type of insert have been demonstrated to improve water quality significantly.
We are very excited to provide information about this grant application, conceptual ideas/ rendering, aerial photos, etc.
