The Willow Brook Crossing HOA Design Review Committee has the exclusive authority to determine the architectural standards that govern the construction of improvements on a property. Homeowners are expected to comply with the committee decisions.
The Architectural Design Review Committee will perform periodic walking surveys to assess and gather data of potential infractions of the Covenants, to report on the “State of the Community”.

Section V, ARCHITECTURAL STANDARDS, sub B. Modification,
Homeowners should not construct any improvement on any lot, including without limitation, alter surfaces of existing improvements, change paint colors or roofing materials, construct or modify fencing, or install any recreational device, without the prior written consent of the Design Review Committee.

To submit for approval owners will:
- Submit complete plans and application, in Adobe PDF file format, to willowbrookcrossinghoa@live.com – please allow for 3-5 business days for review.
- Plans must include specifications showing the nature, kind, shape, color, size, materials, and location of improvements and alterations.
- Before submitting an application, please be sure to refer to the Declaration of Covenants linked below for additional information.
- There are additional guidelines for the addition of sheds and fences to properties. Please refer to the Items below.
- Trash Receptacles – All trash shall be deposited in covered, sanitary containers, screened from view and stored either inside of a permanent structure or to the side or rear of the home constructed on the Lot.
- Storage Tanks – No tanks for the storage of propane gas or fuel oil shall be permitted to be located above or beneath the ground of any Lot except that propane gas grills are permitted.
- Street Trees – Developer may designate one (1) or more trees as deemed necessary by Developer along the street in front of each Lot. The Lot Owners agree to such uniform street trees. Each Lot Owner shall care for, and, if necessary, replace such tree or trees at the Lot Owners expense with a like type tree.
- Storage Shed Guidelines – Storage sheds are allowed in our neighborhood but have specific limitations. You must submit an exterior improvement application with plans and also apply for any permits required through Jefferson Township. The shed must not be larger than 100 sq. ft. (base 10×10) and no higher than 8.5′. These sheds must be finished to the same look and feel of your house. The sheds are limited to wood construction, no metal or plastic, and must be anchored to the ground on a cement slab. Your shed may not be readily viewed from the front of your house meaning it must be placed in a manner that you can’t see it from the street. You may not place a shed on the side of the house. It must be placed in the rear of the lot away from your house so there is no compromise to the view from any of your rear windows and doesn’t block views from neighboring houses.
- Fencing Guidelines – Fences or walls shall be constructed of wood, vinyl, stone or brick, as approved by the Design Review Board. Chain link and/or wire fencing material may not be used in the construction of any Improvement that is visible from the exterior of the Lot.No fence or wall shall be constructed in excess of forty-eight inches (48”) above finished grade. Fences or walls shall not be located closer to the street than a line parallel to the street and extending from the midpoint between the front and the rear corners of the home, and in no event shall fences be located closer to any street that the building line shown on the recorded plat, except for ornamental railings, walls or fences not exceeding three feet (3’) in height which are located on or adjacent to entrance platforms or steps.
Treated wood split rail fences are permitted. Dark painted wire mesh or plastic mesh attached to a split rail fence is permitted; and Decorative wood and plastic fencing is permitted by approval of the Design Review Board or its assigns. - Solar Panels – Solar panels for the use of supplementing your electrical usage have been approved by the HOA Board with the following restrictions. They must be installed and maintained by a certified Solar Panel contractor. They must be installed only on the roof of your residence. They cannot be installed, pole mounted or affixed to the ground, on any other portion of the Lot. They may not be visible from the street.
The Declaration of Covenants, Easements, Conditions and Restrictions are declared to be in furtherance of the following purposes:
- Compliance with all zoning and similar governmental regulations;
- Promotion of health, safety and welfare of all Owners and residents of the Property.
- Preservation, beautification and maintenance of the Property and all improvements; and
- Establishment of requirements for the development and use of the Property.
